MINUTES 2019

February 11, 2019
The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Megan Quam. In attendance were, Council Jodi Wyborny, Council Tim Dodd, and via phone Council Mark Brosz City Clerk, Ashley Martin. Attendance Chelsey Kopp.

Mayor Megan Quam made a motion to approve the consent agenda. After reviewing the agenda, minutes of the January 14, 2019 and the following bills, a motion was made by Council Dobb, seconded by Council Wyborny to approve the consent agenda. All Ayes. Motion carried unanimously.

Martin will be working on the budget this coming month and would like to set the budget meeting date for the March meeting, March 11, 2019. Mayor Quam asked to budget monies into updating the city hall. Mayor Quam will be setting city hall hours every Monday and would like to paint and get new furnacingís. Council agreed to budget $500 for updates. Mayor Quam also attended the recent Emergency Management meeting where there was discussion about purchasing a new building. Martin asked if this is something that needs to be in the upcoming budget. Council Wyborny suggested budgeting the increase in with the higher amount of $950.
Martin had questioned when residents past due utility letters are sent out. Council discussed getting letters ready for the upcoming billing cycle and putting it on Aprilís agenda.
Martin presented the CPI increase for PeopleService. Also, Martin presented a letter from S&H Environmental Services of Manly. Martin explained that itís a local company out of Manly that would like the opportunity to meet with the council and discuss the options they could offer the community. Council agreed that there Martin could contact them and ask them to the March council meeting. Council Dobb approved the 4.2% increase for PeopleService. Council Wyborny seconded. All ayes, motion approved.
Rock Falls received the periodic examination fee from the office of auditor of state. Martin asked if the council was ok with her contacting the state to see if they are willing to do the audit/exam. Council is still working on an audit for the city.
Mayor Quam started the city newsletter back up and is hoping the get positive remarks about it. Quam put a blub in about the empty lot on Nottingham and put to contact Mark Brosz. Council discussed the lot and agreed to research the papers before anything further could happen. Martin will look into the process and keep it on the agenda.
Mayor Quam is working toward cleaning out the upstairs of the community center and starting a youth group at the community center. Mayor Quam is also going to start painting and updating the city hall.
Mayor Megan Quam adjourned the meeting at 7:46 p.m.

January 14, 2019
The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Megan Quam. In attendance were, Council Jodi Wyborny, Council Tim Dodd, Council Scott Ennis and via phone Council Mark Brosz City Clerk, Ashley Martin. Attendance Glennis Kelley and Steve Alden.

Mayor Megan Quam made a motion to approve the consent agenda. After reviewing the agenda, minutes of the December 10, 2018 and the following bills, a motion was made by Council Ennis, seconded by Council Dodd to approve the consent agenda. All Ayes. Motion carried unanimously.

With the resignation of Council Prazak, Martin was questioning the council if they would like to fill the open committee spots. Martin also asked if the council would like to fill in the vacant council seat. After some discussion, council agreed to ask residents if they would be interested. Council Prazak was chairman of the Public safety, police, and fire committee, as well as the fill in for the parks, community center. Council Dodd is the chairman of the parks and stated he could handle those duties. Council Ennis made a motion to approve Council Wyborny as the chairman of the public safety committee. Council Dodd seconded. All ayes. Motion carried.
Glenis Kelly was present to submit a bid for the park mowing this coming year. Steve Alden was also present to submit a bid. Martin explained that in the next coming months she will be sending out a bid packet.
Council Brosz asked how the audit was coming along. Council Wyborny has not heard back from the firm but will look into different CPA firms as well.
Council Wyborny also questioned the conditions of the roads in town. The last time the road was patched was in 2004 or 2005. There are a few roads that are in more need of repair than others. Council Brosz stated that Heartland has been used in the past, he asked Martin to contact Heartland to set up a time for an estimate.
Council Brosz was questioned by a resident about the empty lot at 104 N Nottingham. That lot is empty and is owned by the city. Council discussed how to sell it and questioned the process. Martin will look into the process and place on next monthís agenda.
Mayor Quam will be working on a city newsletter and is excited to bring that back to Rock Falls. Some topics will include mowing ordinances, junk cars, events happening in town, vehicles parked in the right away; just to name a few. Mayor Quam mentioned putting a time limit on residentsí comments to ten minutes. She also will be involved in Rock Falls Betterment handling the rental of the building.
Council Wyborny discussed getting Tracy Ward a plaque to commemorate her years of service to the city. Council agreed.
Mayor Megan Quam adjourned the meeting at 7:52 p.m.
