December 8, 2014
The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Lance Jost. In attendance were, Council Doug Heimer, Council Jodi Wyborny, Council Mark Brosz, Council Danielle Pace, Council Jessica Prazak and her daughter, City Clerk Tracy Ward, Wade Flatten of PeopleService and his son, Sharm Ward, Rick Wyborny, Lincoln, Britney and Lori Jost.

Motion by Wyborny, seconded by Prazak to approve the minutes for the November meeting, All Ayes, Motion carried.

Old Business
Mayor Jost discussed the email that he had sent asking the members to respond as to their wishes to continue with the 104 N Nottingham property. All council present agreed to move forward.

Council Wyborny let the council know of the upcoming retirement party for Bob Amundson, county supervisor for Cerro Gordo County on December 29th at the courthouse boardroom

Wade Flatten from PeopleService presented the monthly wastewater operation and maintenance report. He had a couple of call outs for the month. The Honey wagon is being housed in Nora Springs for the winter season. Mayor Lance Jost will contact Steve McDonough about snow removal at the lagoon.

November 10, 2014
The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Pro Tem Jodi Wyborny. Rock Falls Lounge Liquor License. Motion by Brosz, Seconded by Heimer to approve the liquor license. All Ayes, Motion carried.

Motion by Pace, Seconded by Heimer to approve cashing CD 271213 and place in Road Use Tax Fund to cover road work. All Ayes, Motion carried.

Annual Report to State of Iowa. Motion by Brosz, Seconded by Prazak to approve submitting the annual report to the State of Iowa as written. All Ayes, Motion carried.

Old Business
Sign request for Jackson and Glover is tabled until spring as the ground is frozen so they could not be installed at this time.

Tornado Siren Survey Results has been tabled, a note will be added to the December newsletter about the sirens that will include the total cost of the siren.

Tim Dodd, Right of Way has been tabled until spring.

The winterizing of the pump at City Park has been completed.

October 13, 2014


The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City
Hall. The meeting was called to order by Mayor Lance Jost. In attendance were, Council Doug
Heimer, Council Jodi Wyborny, Council Mark Brosz, Council Danielle Pace, Council Jessica
Prazak, City Clerk, Tracy Ward, Wade Flatten of PeopleService, John Duffy City Attorney,
Sharm Ward, Jake Prazak and Rick Wyborny.

Motion by Brosz, seconded by Pace to approve the minutes for the August and September
meeting, with the correction, add the ordinance #3-3-38 to the mayors report in regards to the
removal of the camper. In the September minutes, under 104 N Nottingham, remove Carlyle
Dalen name also remove the piece about the swing set at the community center. All Ayes,
Motion carried.

Wade Flatten from PeopleService presented the monthly wastewater operation and maintenance
report. He has received a letter stating that the warranty period on the 10 pumps will be 36
months. Wade has continued the weed control. Council Heimer suggested that the Keen pump
that was being tested at the campground be pulled and placed in another area since the
campground is closed for the season.

Old Business
104 N Nottingham St. update. Motion by Pace, Second by Prazak to have the attorney draft a
letter and send to owner of 104 N Nottingham St proposing voluntary conveyance with the city
covering the costs to clear the leins. Motion carried.

An opinion letter on the issue of LP tanks in the right of way was presented by City Attorney
John Duffy and read by Council Pace. A discussion followed. Motion by Wyborny, Second by
Prazak to drop the issue since the city would need to deal with everything in the right of way,
which would require having the town surveyed at a cost to the affected homeowners. Motion
carried. No votes from Brosz and Heimer.

Next council meeting will be November 10, 2014 at 7:00 pm.

The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Lance Jost. In attendance were, Council Doug Heimer, Council Jodi Wyborny, Council Mark Brosz, Council Danielle Pace, Council Jessica Prazak, City Clerk, Tracy Ward, Wade Flatten of PeopleService, Sharm Ward, Tim Dodd and Rick Wyborny.

Motion by Brosz, seconded by Wyborny to approve the minutes for the August meeting, with the correction, deletion of the right of way tabled. All Ayes, Motion carried.

Wade Flatten from PeopleService presented the monthly wastewater operation and maintenance report. Wade is still checking on the readings and is trying to locate the problem. It has become a number 1 priority to get it solved. Wade reported that Dave Morgan was no longer employed with Electric Pump. He is still trying to get a letter stating the warranty period that was promised by Dave. Wade has continued the weed control.

New Business.
Motion by Wyborny, Seconded by Prazak to approve Resolution #09082014B to approve the Road Use Tax Report and submit to the Iowa Department of Transportation. All Ayes, Motion carried.

Old Business
CBU cover. The city council has decided to wait until spring to move forward with any construction. The council will review design ideas and get estimates for the build.

Tornado Sirens. There was some discussion as to the feedback from any residents. Only reported was that it was loud and thought it was too much for a town this size. The council has decided to have surveys sent to all residents to get their feedback. The council will review the results at the next council meeting. There were areas during the test that the siren could not be heard.

Roadwork Patching. The west side of block on Glover Street right of way drainage issued was addressed. It has been suggested that we pave the right of way from south of the alley to Madison Street to address the issues of the gravel that gets washed out in heavy rain. The council will meet at the corner of Glover and Madison on Tuesday September 9th, so that all council members understand what we are talking about. Then they should let Mayor Jost know their wishes are so that he can notify Tuttle Asphalt.

104 N. Nottingham update. Brian Hanf, Deputy Director of Public Health and John Duffy, City’s attorney are working together to get the property condemned.

Betterment report. The tree over the beer cooler will be maintained. The Betterment will start renting out the picnic tables for $25.00 per table for a 48 hour period.

The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Lance Jost. Wade Flatten from PeopleService presented the monthly wastewater operation and maintenance report. Council Heimer questioned the flow rate numbers as they were extremely high. Wade will check on this and get them updated. An E1 was pulled from 301 S Spring St. The pump is not old and Wade will check the warranty status of this pump. New Business.
Motion by Wyborny, Seconded by Prazak to approve the Liquor license for the Rock Falls Fun Days event: All Ayes, Motion carried.

Motion by Brosz, Seconded by Pace to approve closing Glover St from Mill Street to the alley for the Rock Falls Lounge to host an outdoor concert. The lounge will need to have the area fenced off. All Ayes, Motion carried.

Motion by Brosz, Second by Heimer to approve the removal of the dead tree at Madison and Cerro Gordo Way. Mayor Jost will have the tree cut down at no cost to the city. All Ayes, Motion carried.

Motion by Prazak, Second by Heimer to approve the removal of the damaged tree at Mill and Glover. Mayor Jost will have the tree cut down at no cost to the city. All Ayes, Motion carried.

Old Business
Tornado Sirens. Mayor Jost has secured another bid from Federal Signal. They would like to test the signal in Rock Falls on Wednesday evening August 13th at 5:30 pm. The new bid is comparable to the first bid from Sentry. The siren on the test truck is louder than the siren that is quoted in the bids.

Roadwork Patching. Mark Tuttle has marked the streets in pin that shows the area to be patched. In the original bid the north part of Glover next to the church was not quoted. The quoted price is $5300 for a 2” overlay. The church was supplied a bid to overlay their parking lot adjacent to the road. Motion by Prazak, Second by Brosz to include the North Glover section adjacent to the church in the roadwork repairs at the quoted price of $5300. The new total for the roadwork patching is around $38,000. All Ayes, Motion carried.

104 N Nottingham update. Letters are not being accepted by the homeowner. The cleanup amount need to be rolled on to the taxes. The only portion of the yard that can be maintained is the ditch near the road. Tabled until more information can be obtained.

Right of Way discussion was tabled.

Motion by Pace, Second by Prazak to approve the purchase of the 10’ telspar pole, bases and bolts to get the Children at Play sign reinstalled near the North side of the park on West Madison. All Ayes, Motion carried.

Motion by Wyborny, Second by Heimer to approve cashing CD’s from the General account when they are at maturity to pay for the upcoming road repairs. All Ayes, Motion carried.

Motion by Prazak, Second by Pace to approve paying the clerk for all meetings attended dating back to January 1995, per Resolution #2 dated January 12, 1987, in the amount of $5650 and paying for all meetings attended going forward. All Ayes, Motion carried.

Resolution #08112014B. Motion by Wyborny, Second by Prazak to approve adding the cleanup bill to the tax roll for 104 N Nottingham Street. All Ayes, Motion carried.

Betterment report. The roof was reported to not be leaking anymore. They are currently working on getting ready for Fun Days. Scheduled for August 16th.

Mayor’s update was asking that the camper at East Madison and North Nottingham be moved from the right of way per Code of Ordinance #3-3-38

Council Heimer requests that the clerk check with Dennis White as to why we are being charged for testing from Keystone Labs.

The Special Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Lance Jost. In attendance were, Council Doug Heimer, Council Jodi Wyborny, Council Mark Brosz, , Council Jessica Prazak and City Clerk, Tracy Ward. Absent was Council Danielle Pace

Discussion of the roadwork bids from Heartland and Tuttle Asphalt were reviewed. It was discussed that adding asphalt to the area north of the driveway at 102 N Glover would help resolve the gravel that washes out with every rain. Resolution #07292014. Motion by Wyborny, seconded by Prazak to accept the bid from Tuttle Asphalt with the addition of the right of way alley area on the west side of N. Glover Street between 102 and 106 residences. All Ayes, Motion carried.

The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Lance Jost. In attendance were, Council Doug Heimer, Council Jodi Wyborny, Council Mark Brosz, Council Danielle Pace, Council Jessica Prazak and Wade Flatten of PeopleService, Sharm Ward, Rick Wyborny, Linda Weatherwax, Lowell and Lorene Johnson. Absent was City Clerk, Tracy Ward.

Motion by Brosz, seconded by Heimer to approve the minutes for the June meeting, with the following addition. Mayor Jost would like changed under the section of the tornado siren to say emergency manangement, and remove the sheriff’s department. All Ayes, Motion carried.

Resolution #07142014D. Motion by Heimer, Seconded by Brosz to approve the ordinance for the control of weeds and yards that have grass taller than 8”. All Ayes, Motion carried.

Mayor Jost opened the public hearing for the adoption of the updated code of ordinance. Motion by Prazak, Seconded by Heimer to approve adoption of the updated code of ordinance. All Ayes, Motion carried.

Motion by Brosz, Seconded by Prazak to waive the 2nd and 3rd reading of the adoption of the updated code of ordinance. All Ayes, Motion carried.

Wade Flatten from PeopleService presented the monthly wastewater operation and maintenance report. The offsite recorder for the flow meter has been installed at the lagoon. The council wished that they would still stop every day or a couple of times a week.just to check on the lagoons. Wade said that he would still be driving through every day or a couple of times a week. The mayor had sprayed the two smaller lagoons and is started working on the larger one. Wade has continued the weed control. An E1 was installed at 206 N Market Street. Nick Henningson was on hand to help Wade with the install. The Keen test pump was installed at Wilkinson Campground.

Motion by Brosz, Seconded by Heimer to approve the cigarette license for the Rock Falls lounge for the period of July 2014 – June 2015: All Ayes, Motion carried.

Motion by Heimer, Seconded by Brosz to approve starting the process to get the roadwork done in the city. All Ayes, Motion carried. City will utilize CD’s from the general fund to pay for the roadwork.

Motion by Pace, Seconded by Prazak to approve having Alliant install a light at the community center similar to the one that luminates City Park. All Ayes, Motion carried.

Tornado siren discussion was tabled.

Old Business
Council tallyed the responses, the majority is that it should be left where it is and the city will discuss the structure to be built over them. The boxes will have to be moved closer to the sidewalk to allow clearance. The postmaster will have to be contacted for approval.

Motion by Brosz, Seconded by Pace to approve having John Duffy send a bill to the owner of 104 N. Nottingham Street for the cost of the cleanup including the lawyer bills. All Ayes, Motion carried.

Right of way issues. Mayor Jost checked with Haines Insurance and the City Attorney John Duffy and they have recommended that the (2) LP tanks be moved from the city’s right of way.

The tree on the corner of Glover and Mill Street was damaged in the wind. The rest of the tree is leaning toward the Alliant pole . Once the tree is removed the sidewalk will be addressed. Trees will be tabled until a later meeting.

Clerks report. The rubber chips have been delivered. Council has set Monday, August 4th at 6pm as a workday in the park. Volunteers are welcome to assist with the project. John Dodge is available for mowing the property at 104 N. Nottingham Street at a cost of $30 per time.

Motion by Brosz, Seconded by Heimer to approve the purchase of the baby swing to install at City Park. All Ayes. Motion carried.

Betterment is working on the Rock Falls Fun Days event scheduled for August 16-17.

Landfill update they are mostly back to business as usual. The new cell will be in use by August 1st. DNR notice states that there is methane gas escaping from the oldest cell. This will have to be resolved.

Mayors Report. He had attended the Emergency mangement meeting. There was nothing to discuss, so the meeting was adjourned.

The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Lance Jost. In attendance were, Council Doug Heimer, Council Jodi Wyborny, Council Mark Brosz, Council Danielle Pace, City Clerk, Tracy Ward and Chris Maiers of PeopleService, Sharm Ward, Rick Wyborny, Randy Dodd, Tim Dodd, Margaret Jost, Marie Whipple, Deann and Jay Waitek, Cliff and Linda Weatherwax, Lowell and Lorene Johnson. Absent was Council Jessica Prazak

Motion by Heimer, seconded by Brosz to approve the minutes for the May meeting, with the following addition. Mayor Jost would like added that he was to contact Dennis White concerning copies of receipts from PeopleService. All Ayes, Motion carried.

Chris Maiers from PeopleService presented the monthly wastewater operation and maintenance report. Wade was at Waste water school. The pump at 102 N Glover was discussed, there is a lot of corrosion inside the tank and inside the control box. The Clerk presented the contract with Peopleservice showing the new maintenance amount the council had requested. The contracts were signed by the mayor and clerk and sent to PeopleService.
Clerk is to check with Dave Morgan on the pump price for invoice #856528 to see if he will match the quoted price and to include it in the 10 we are going to order. Motion by Heimer, Second by Brosz to order 10 E1’s from Electric Pump. All Ayes, Motion carried. Chris Maier will have Wade bring 3 pumps back from school as to will be installed, that would leave one on hand. Mayor Jost has commented on the weed situation at the lagoon as they are getting tall and out of hand. Chris will have Wade get a weed killer from the elevator premixed for the weeds that are growing on the banks of the lagoon.

The bill to the State Auditor was discussed and explained to the council. The city will wait for the State to call for a periodic examination. The city is required to pay an annual fee based on what are annual report shows for balance. The amount will cover the periodic exam by the state that is required every 8 years. Mayor Jost then opened the discussion on the CBU relocation. Clerk explained the intention to move them. Floor was opened to questions and comments. Residents are concerned about snow removal on the sidewalk leading to the door. Also when there are functions at the Community Center parking would be limited. If the boxes stay in the park, the city will install a bulletin board with a roof over the mailboxes. Motion by Brosz, Second by Pace to send letters to all residents receiving mail at the CBU’s to respond yes or no to moving the boxes to the community center. All Ayes, Motion carried. Response can be put in the white lock box outside the community center. Council will tally the responses at the July meeting using the majority rule for the decision.

Update on the clean up at 104 N Nottingham was discussed. A letter was delivered to the owner by the Pocahontas sheriff’s office. The appeal letter was not sent until after the time had expired and was mailed not delivered in person. The council will not accept the appeal and the clean up will take place once the full 30 days has expired. Motion by Pace, Second by Heimer to continue the clean up process ignoring the appeal. All Ayes, Motion carried.

Clerks reported that the new toilet seats have been installed at the bathrooms in the park. Sharm Ward welded new pieces to attach the seats to. The rubber chips will be delivered in late June.

Betterment is working on the Rock Falls Fun Days event scheduled for August 16-17. They are looking at contructing a building where they used to bring in a camper for the fun days event.

Landfill update they are mostly back to business as usual. There is one community that has still not sent their paperwork back on the 28E agreement changes.

Mayor Jost presented a handout to the council for a tornado siren. The siren would be installed in the corner of the park and would be activated by the sheriff department for weather emergencies requiring residents to take cover. Council will review the material and discuss at the July meeting. Grant money may be available to cover some of the cost.

Chris Diggins reviewed the changes to the code of ordinace as required by law. The city is following the state model for the most part. The city will proceed forward with annual updates versus every 5 years. This will make it cheaper for the city and it can be passed by resolution instead of calling for a public hearing.

The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Lance Jost. In attendance were, Council Doug Heimer, Council Jessica Prazak, Council Jodi Wyborny, Council Mark Brosz, Council Danielle Pace, Sharm Ward, Rick Wyborny, City Clerk, Tracy Ward and Wade Flatten of PeopleService.

Motion by Brosz, seconded by Pace to approve the minutes for the April meeting. All Ayes, Motion carried.

Wade Flatten from PeopleService presented the monthly wastewater operation and maintenance report. A E1 install at 102 N Market Street has solved the problems that were occuring. Holes around the lagoon were discussed. Clerk is to contact Aaron Dockum or others to see if they are interested in trapping. Wade has on E1 on hand. Mayor Jost will contact Dennis White to ask about getting copies of receipts.

Mayor Jost then called for New Business:
There was discussion on the quote from Electric Pump . The quote included no pricing but a 10% discount would apply if the city bought 10 and the warranty would be increased to three years. A 5% discount if 5 pumps were purchased and the warranty would be 2 ½ years from the date of purchase. The council would like Wade to get a quote from Quality before they decide on where to purchase.

Kit Alcorn can order the Keen pump to install as a test. The pump takes three weeks to arrive. Wade will get a quote from Kit Alcorn on the purchase of 10 E1’s From Quality Pump. Motion by Heimer, Second by Prazak to order one Barnes pump from Quality Pump to install as a test to see how well they perform compared to what we are currently using. Suggested install site is the community center. All Ayes, Motion carried.

Motion by Heimer, Second by Brosz to have the City Attorney send a certified letter to the owner of 104 N. Nottingham requesting cleanup of the property. The requested letter will give the owner 30 days to comply, or the city will clean up and assess to the tax roll of the property. All Ayes, Motion carried.

Mayor Jost then called for Old Business:

PeopleService was discussed. Motion by Brosz, Second by Heimer to approve the contract with PeopleService with the decrease to the maintenance fund capped at $2000 for the period of the contract. All Ayes, Motion carried.
A variance has been granted to the owner of 102 N Market Street to allow the placement of gravel in the right of way north of his driveway to allow for better access to the back yard.

After much discussion, Right of Way issues has been tabled until the June meeting. Council Wyborny will invite Chris Diggins from NIACOG to attend the meeting to help clarify some issues. The issues discussed were the vehicles and other such items that are in the right of way. It was discussed that all right of ways be audited so that all violations can be looked. Code states no storage is to be located in the right of way. The right of way is approx. 22’ from the edge of all the city roads. The ordinance that was reviewed is 3-3-38 of the Rock Falls code of ordinance. Clerk will contact Lee Haines to get an opinion on the city liability of LP tanks in the right of way.

Clerk will contact Mosquito Control to get a quote for the spraying season.

Clerk will stop at the Mason City Post Office and set up a time with Postmaster Scott Pardoe to view the site of the possible CBU relocation.

The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Lance Jost. In attendance were, Council Doug Heimer, Council Jessica Prazak, Council Jodi Wyborny, Council Mark Brosz, Council Danielle Pace, Chris Gritzmacher, Rick Wyborny, Doug Nelson, Candidate for District 2 Supervisor, Kit Alcorn, Quality Pump and Wade Flatten of PeopleService. Absent was City Clerk, Tracy Ward.

Motion by Heimer, seconded by Brosz to approve the minutes for the March meeting. All Ayes, Motion carried.

Wade Flatten from PeopleService presented the monthly wastewater operation and maintenance report. Under weed control, he has the smaller cell done to 90% and the larger cell is completed to 25%. He will continue to pull and then will spray. He has one E1 on hand. Wade reviewed a pump quote from Electric Pump submitted by Dave Morgan. The quote included no pricing but a 10% discount would apply if the city bought 10 and the warranty would be increased to three years. A 5% discount if 5 pumps were purchased and the warranty would be 2 ½ years from the date of purchase. Wade will get pricing and email information to the clerk. Mayor Jost requested to have the honey wagon moved back to the lagoon and the gate replaced since the snow is gone.

Kit Alcorn from Quality pump submitted a quote to the council for two different types of pumps. The first is a centrifugal force and the second is progressive gravity similar to the E1’s we are currently using. The first pump is more expensive, but the outflow is 25-27 gal per minute, so the pump would run less. The Keen pump would have a 3 year warranty from the date of manufacture. The Red Environmental has a 2 year warranty. The council thanked Kit Alcorn for making the presentation.

Mayor Jost then called for New Business:
Mike Webb gave the annual update on Wilkinson Park. Income for the 2013 season was $17,539.Highest income year was 2005 at $23,200. Visitors from 9 states and 53 Iowa towns camped at Wilkinson. Campers from surrounding areas are Mason City 45%, Clear Lake 8%, Nora Springs 5.5%, Plymouth 4.5% and Rockwell 3.5%. The campground is scheduled to open the first weekend in May. The row of trees on the west side of the campground was thinned and cleaned. A new row of trees was planted to the east of these. Once the new trees are established, the old trees will be removed.
PeopleService contract tabled until May meeting allowing council more time to review.

Motion by Brosz, Second by Pace to approve the liquor license submitted by Rock Falls Grain if all paperwork is filled out correctly. All Ayes. Motion carried.

Motion by Brosz, Second by Pace to approve sending unpaid utilities to Special Assessment at the Cerro Gordo County Courthouse, after April 25th if they are still unpaid. All Ayes. Motion carried.

Mayor Jost then discussed with the council, parking in the Right of Way. The issues discussed were the vehicles and other such items that are in the cities right of way. Mayor Jost then called for Old Business:
Council Wyborny then reported on the proposed bulletin board. Tracy Ward, City Clerk had contacted the postmaster and would have more information at the May meeting.

Council Pace updated the council on the Betterment’s post to the cities Facebook page and has Kaylene Ahrens as the contact person. The Betterment will also be adding gym equipment upstairs.

Mayor Jost updated the council on the Landfill meeting and mentioned the hazardous materials pick-up scheduled for May 7th in Plymouth at the cities maintenance shed.

The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Lance Jost. In attendance were, Council Doug Heimer, Council Jessica Prazak, Council Jodi Wyborny, and Council Mark Brosz, Council Danielle Pace, City Clerk Tracy Ward , Dennis White, Chris Maiers and Wade Flatten of PeopleService.

Motion by Wyborny, seconded by Pace to approve the minutes for the February meeting All Ayes, Motion carried. Clerk will prepare the minutes and give to council within six days of the meeting for any changes. Then they will be posted within the 10 day requirement per the code.

Wade Flatten from PeopleService presented the monthly wastewater operation and maintenance report. He also presented the council with a few pictures of tools that have been added. Dennis White was on hand to distribute the new contract for sewer services. The council will look it over and discuss at the April meeting. Council questioned Peopleservice on the reason for the excessive hours charged by Quality Pump for assistance to the operators. Chris Maiers let the council know that Kit Alcorn from Quality pump would like to attend the April meeting to introduce a new pump to the council. The pump is compatible with the E1’s and is less costly with a 3 year warranty. Kit Alcorn will be added to the April agenda. Dennis White introduced a system that they would like to install at the lagoon to read the flow meter. The system will read the meter at the same time every day. This will increase the accuracy of the readings provided to the DNR. This will also cut down on the number of visits that PeopleService makes to get the daily readings.

Mayor Jost then called for New Business:. Resolution #03102014B. Motion by Wyborny, Second by Brosz to approve the resolution to accept the amendment to the 28E agreement with the landfill of North Iowa. The changes that affected the agreement were to the number of voting members per city. Mayor Jost will deliver the signature page to the Landfill board when he attends the meeting on Thursday evening March 13th. All Ayes. Motion carried.

Clerk is to make contact with Waste Management to secure the big trash pickup day. The council would like May 6th or April 28th. Clerk will pass the information onto the council and Council Pace to have it added to the next newsletter.

Clerk informed the council that the Postmaster in Mason City has no objections for a roof to be installed over the CBU mailboxes and the proposed Community Bulletin Board.
Mayor Jost then called for Old Business. He met with Mary Kelly, Cerro Gordo Co engineer to go over some concerns about the bridge. Mary Kelly will present at a community meeting set on April 28th at 7 p.m. The public is invited to come and ask questions. The bridge is under the jurisdiction of the county, because of the farm to market change that occurred in 2004. Mary is interested in getting input from the community, but the final say will come from the County Engineer’s office.

Mike Webb of the Cerro Gordo County Conservation will attend the April meeting to review the numbers from 2013 for Wilkinson Park. He will arrive after 7:30 pm.

Mayor Jost called for the Clerk’s report. Clerk informed the Council that she had ordered the six bags of rubber chips from Boland Recreation to secure the quoted pricing. The delivery date will be delayed until June. Once the invoice is paid, it will be turned into the WCDA to receive the grant money that we were awarded.

Betterment Report: Council Heimer attended the annual meeting on March 5th. Several terms had expired and the following members Gary Dockum, Kaylene Ahrens and Joan Arthur were reelected for another 2 year term.
They are collecting information from other cities to see what their rental rates are to see if they are comparable.

911 report: Council Prazak has attended 2 meetings. The meetings involved the setting budget for the next fiscal year. Council Prazak presented the minutes of the 911 board to the clerk. If the city is interested in a weather siren, we would need to contact the Sheriff’s office. There is no money available from the 911 board. The City could apply for a grant if it fits into a grant guidelines, and we found a location for a siren system to work.

There is no Landfill update, the meeting is scheduled for Thursday evening.

Council requested parking in the right of way discussion to be added to the April agenda.

The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City

Motion by Pace, seconded by Brosz to approve the minutes for the January meeting All Ayes, Motion carried, with the following additions: Snow removal at the lagoon was discussed. Mayor Jost will check with Steve McDonough to see if he is interested in snow removal. Also all shutoff tools need to be located and all council need to know their locations for emergencies. Discussion: There is a pickup truck parked in the park parking. Vehicle has been there for at least a week. Mayor will contact the Sheriff’s office to have them contact the owner to get the vehicle moved.

The council has requested that the clerk send letters to the residents with the sewer damage issues, as their warning that the next incident will be charged to them.

Don True from People Service presented the monthly wastewater operation and maintenance report. Don True introduced Wade Flatten who is replacing Nick Henningsen who moved out of the area. Snow removal at the lagoon was discussed. Mayor Jost has confirmed that Steve will be doing snow removal at the lagoon. Mayor Jost also asked that Steve turn in a bill at the end of the season for the snow removal. The gate at the lagoon needs to be removed for the remainder of the winter season. It is frozen in the open position.

Motion by Heimer, Second by Brosz to remove the gate at the entrance to the lagoon and install a chain for the remainder of the winter season. All Ayes. Motion carried.

Lee Haines of Haines Insurance reviewed the policy with the council. There is a 2% increase again this year. Park was updated to $25,000 coverage for the new equipment that was installed last fall. No other changes were necessary. Mayor Jost signed the insurance form.

Mayor Jost then called for New Business: Since there were no resident or taxpayer objections to, or arguments any part of the proposed budget. Mayor Jost asked for a motion on the Public Hearing for the Fiscal 2014-2015 Budget. Motion by Wyborny, seconded by Pace to approve the budget as written and submit to the State of Iowa. All Ayes. Motion carried.

Mayor Jost then called for Old Business hearing none.
Mayor Jost called for the Clerk’s report. Clerk informed the council that letters to residents with past due balances would be mailed.

Betterment Report: Council Heimer attended the meeting on February 5th. The annual meeting is set for March 5th at 7 pm at the community center. They are currently working on getting hot water to the bathrooms and a roof leak on the NE corner of the building.

911 report: Meeting is the end of February or the 1st part of March

Landfill update: Mayor Jost attended the landfill board meeting. There discussion was the second amendment to the Chapter 28E agreement. The city needs to approve the second amendment and submit to the landfill board before the end of May.

Mayor Jost will make contact with Margaret Hoel on the proposed bike trail. The maintenance of the trail is the one of the many roadblocks they are dealing with.

Council Pace presented drawings to the council on the proposed Community Bulletin Board for the City Park. The council was interested in the board with the roof. Clerk is to call the Postmaster in Mason City to get approval for a roof over the CBU mailboxes. This discussion will be added to the March agenda.

Clerk discussed the idea of an outdoor bulletin board located at the park for a change in the posting of the minutes. Council Pace will get some designs drawn up for the council to review.
Clerk also discussed the monthly newsletter that was previously constructed by the former Mayor Petersen. Council Pace has agreed to take over this duty with input from the council and the clerk.

Discussion: There is a pickup truck parked in the park parking. Vehicle has been there for at least a week. Mayor will contact the Sheriff’s office to have them contact the owner to get the vehicle moved.
