December 12, 2011

The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Richard Petersen. In attendance were, Council Don Bannan, Council Doug Heimer, Council Jodi Wyborny, Council Jessica Prazak, Council Mark Brosz, City Clerk Tracy Ward, and Nick Henningsen of Peopleservice.

Motion by Wyborny, seconded by Brosz to approve the minutes for the November meeting. Ayes–5, Motion carried.

Nick Henningsen gave the People Service report for November. He has drawn down the lagoons before winter.. He gave his update on feedback from other users of the Barnes pump all were favorable. Council wants him to keep asking if anyone has bad things to report. DNR permit information will come to the city needs to be passed to Peopleservice for completion.

Discussion of Barnes pumps was tabled until January, Mayor will contact Dennis White to see if he wants to attend the discussion.

Motion by Heimer, Second by Wyborny to have clerk purchase CD from the Sewer and General accounts in the amounts of $30,000 each. Clerk is to check different configuartions to get the best APR Ayes–5, Motion carried.

The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Richard Petersen. In attendance were, Council Don Bannan, Council Doug Heimer, Council Jodi Wyborny, City Clerk Tracy Ward, and Nick Henningsen of Peopleservice. Absent were Council Jessica Prazak, Council Mark Brosz.

Motion by Wyborny, seconded by Bannab to approve the minutes for the October meeting. Ayes–3, Motion carried.

Nick Henningsen gave the People Service report for October. He will draw down the lagoons before winter. He needed a price and was unhappy because it took Electric pump 5 hours to get back to him, Quality gave him the answer and Electric Pump’s price in 15 min. He gave his update on feedback from other users of the Barnes pump all were favorable. Council wants him to keep asking if anyone has bad things to report.

Mayor will send Chris Gritzmacher a letter about maintaining the alley in Block 12 at least halfway for residents to drive on. Unless all residents of the block wish to have it maintained the city will not move forward. The cost of the material would be assessed to all property owners.

October 10, 2011

The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Richard Petersen. In attendance were, Council Don Bannan, Council Doug Heimer, Council Jessica Prazak, Council Mark Brosz, Council Jodi Wyborny City Clerk Tracy Ward, and Nick Henningsen of Peopleservice.

Motion by Wyborny, seconded by Prazak to approve the minutes for the September meeting. Ayes–5, Motion carried.

Chris Gritzmacher asked the council to maintain the alley in Block 12 at least halfway for residents to drive on. The council informed him that he will need to have all residents of Block 12 agree to the maintenance and attend a meeting. This has been tabled until more information can be acquired.

Nick Henningsen gave the People Service report for September. He is trying to determine if they need to do a draw down to get water samples for the DNR. He introduced Kit from Quality Pump who went over the specs on the new Barnes pump that could replace Meyers and E1’s. Meyers electric panels are different but E1 2000 series can be used. The cost per pump is 1$1884 plus frt and control panels are $571. This is higher than the current E1, but we will have less problems.

Absent was Mayor Richard Petersen.

Nick Henningsen gave the People Service report for August. He had 4 call outs for the month. He met with Electric Pump and we have a new representative, he will be in town doing some recall work on the E1 Extremes that are installed at some residences. He presented a spec sheet on Barnes pumps from Quality Pump. Council wishes for Kit from Quality Pump to attend the October meeting to answer questions. The valves at the bottom of the lagoon have been replaced and are working good.

Clerk presented a building permit submitted by Kady’s Station to add a storage building to the lot for lawn mower storage. The City of Rock Falls has a restricted residence zoning, meaning the city has no jurisdiction over commercial properties. Clerk will return the application and the fee to Kady Mericle.

Resolution #9122011B. Motion by Bannan, Second by Brosz to approve sending the completed Annual Road Use Tax Report to the Department of Transportation Ayes -4. Motion carried.

Council reviewed the bid from the John Forrest Company to do road repairs later this fall. Motion by Bannan, Second by Heimer to approve the repairs up to the cost of $4000 lin feet at the price of $1.00 per foot. Ayes -4. Motion carried.

Council Prazak reported on the grant proposal process for new park equipment. Boland Recreation Company will be her on Monday September 19, to survey the area . Expansion of the current are is will go to the west side. We are still waiting for the Non Profit Determination letter from the Internal Revenue Service If this does not come before the 15th of September, we will have to submit the application in the spring.

The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Richard Petersen. In attendance were, Council Don Bannan, Council Jessica Prazak, Council Jodi Wyborny City Clerk Tracy Ward, and Nick Henningsen of Peopleservice. Absent was Council Doug Heimer.

Nick Henningsen gave the People Service report for July. The current pump inventory is 5 E1s for parts and 1 Meyers used for parts. He had no callouts in July. Nick will get 4 Pumps from Electric Pump to help fulfill our commitment, he will find systems with current Meyers with a history of problems and switch them out.

Mayor Petersen will contact Heartland Asphalt to get estimates for street repairs, he will also contact Mary Kelly, Cerro Gordo County Engineer to have her look at washout areas and the deck heaving on the bridge.

Clerk is to contact someone at Mosquito Control and remind them about spraying at the community center for Fun Days.

Council Prazak reported on the grant proposal process for new park equipment. She finally got a response from Boland Recreation company. Council Prazak suggested we have the rep come and look at the area we have available and let us know what will fit. Expansion of the current are is will go to the west side.

The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Richard Petersen. In attendance were, Council Don Bannan, Council Doug Heimer, Council Jessica Prazak, Council Jodi Wyborny City Clerk Tracy Ward, and Dennis White and Nick Henningsen of Peopleservice.

Motion by Wyborny, seconded by Brosz to approve of the minutes for the June meeting. Ayes–5, Motion carried.

Nick Henningsen gave the People Service report for June. He did some weed spraying and reports no muskrats have been spotted. The current pump inventory is 5 E1s and 1 Meyers used for parts. The Midwest Pipe bill was for a valve that Larry had purchased that needs to be replaced at the lagoon. Dennis went over the new contract with the council and asked if the council still had questions. Nick said the cable installers are near completion of the project.

Resolution #7112011B. Motion by Prazak, Second by Bannan to approve support for the NIACOG Housing Trust Fund. Ayes -5. Motion carried. The fund will allow for grants for emergency repairs to homes. USDA RD still has low interest loans available to homeowners. Requirements for USDA RD loans: Must have a 620 credit score OR compensating factors such as good job time, good ratios if your scores are below 620. Must be at or below the median income in the county Must be in a rural community with a population of less than 20,000. If there are barns, silos, etc. the loan will not qualify as a USDA RD loan.

Council Prazak reported on the grant proposal process for new park equipment. She finally got a response from the company that we received the flyer from. They need to know the exact costs and they needed a tax exempt certificate. Clerk will provide the certificate and email to Council Prazak.

Rock Falls Betterment will have pulled pork sandwiches and other goodies for the meal at Rock Falls Fun days.

Landfill of North Iowa purchased a new truck, and a dozer. They also purchased a mini bus from Newman Schools for $500 to use for the tours at the landfill. They will be adding a 60’ x 100’ addition to the maintenance shop.

The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Pro Tem Jodi Wyborny. In attendance were, Council Don Bannan, Council Doug Heimer, Council Jessica Prazak, City Clerk Tracy Ward, and Dennis White and Nick Henningsen of Peopleservice. Mayor Richard Petersen and Council Mark Brosz were absent

Motion by Prazak, seconded by Bannan to approve of the minutes for the May meeting. Ayes–3, Motion carried.

Dennis White gave the People Service report for May. He introduced Nick Henningsen as the new Rock Falls operator who replaces Larry Warren who passed away. Dennis went over the report and asked if the council had any questions. We clarified whether we could get a breakdown of the wording Supplies on the maintenance reports. Nick said he would do his best to write down what the items are. Dennis went over the new contract with the council and gave two copies to the clerk for presentation at the July meeting. Nick will work closely with the cable installers to make sure they don’t hit any sewer lines.

The city’s matching share of the Federal grant is 5%. thoughts are to have a fund raising event to get matching funds for the storm shelter. Tabled until July meeting

May 2, 2011

The workshop Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Richard Petersen. In attendance were, Council Mark Brosz, Council Don Bannan, Council Doug Heimer, Council Jessica Prazak, City Clerk Tracy Ward.

Council worked on two ordinances to clarify the wording for sump pumps and charging for insoluble materials needing to be pulled from grinder pumps. Copies of the additions will be provided to NIACOG for the code book update.

Council also chose the playground equipment that Council Prazak will fill out grants for. The equipment will be for children ages 2-12.

May 9, 2011

Kaylene Ahrens updated the council on the Rock Falls Betterment’s wish to have wireless service available for auctions and other events. They have purchased a Belkin router, the clerk will install. System will be unlocked when notified by the Betterment that an event is in need of wireless service.

Council talked about having a tornado siren installed that would be activated in the event of a storm by the Sheriff’s office. The new tornado shelter would include a siren, the antenna would need to be installed at the Elevator for the height issue.

Larry Warren gave the People Service report for March. He had four call outs. Larry has upcoming vacation from 5/14/11 – 5/22/11. Clerk will send out the ordinance letters on groundwater and sump pump not allowed to drain into the sewer system.

Because of a conflict with Waste Management’s training day we will move Big Trash pickup to May 14th , new notices will go out with the utility bills.

A workshop on playground equipment is scheduled for May 2nd at 7:00 pm at city hall.

Tree Trimming, with such a small amount to accomplish and branches that are not that large. Counci Wyborny will check with her sons to see what they will charge to go around and clean up the trees.

Resolution #3142011D to authorize Mayor Petersen to sign the insurance renewal application from Haines Insurance. Ayes – 5. Motion carried.

Larry Warren gave the People Service report for February. He had four call outs. Pete Lies of Electric Pump repaired the E1 pump at no charge. Larry will request a correction on the bill for zip ties and electrical tape.

911 Update. They had a $25,000 carry over from last budget, to finish the code red project. Their annual budget has been approved and submitted to the state.

Plymouth Fire will be meeting to get a new 28E agreement implemented with the city of Rock Falls. Currently we pay $1000 per year.

The Regular Meeting of the Rock Falls City Council met at 7:00 p.m. at the Rock Falls City Hall. The meeting was called to order by Mayor Richard Petersen. In attendance were, Council Mark Brosz, Council Jodi Wyborny, Council Don Bannan, Council Doug Heimer, City Clerk Tracy Ward, Danielle and Vicki Austin, and Larry Warren of Peopleservice.

Larry Warren gave the People Service report for January. He had four call outs. 102 North Market Street residence was one of them. Clerk is to send warning letter about debris in pump. Larry contacted Pete Lies of Electric Pump to let him know of the council’s concern with the failures on the E1 pumps. He has requested a quote on the Barnes brand pump from Quality Pump.

Vicki and Danielle Austin of Plymouth questioned if a zoning change to 103 W Madison was possible, they would like to open a baby boutique that specializes in cloth diapers. The council favors a special use permit and will ask for a public hearing to voice any citizens concerns. Public Hearing scheduled for March 14, 2011.

Motion by Wyborny, Second by Brosz to raise the wages for the 2012 fiscal year as follows: Clerk to $600 per month, Mayor to $700 per year and $40 per meeting, Council to $40 per meeting. Ayes 3 – Nay 1. Motion carried. Clerk is to adjust the budget numbers before submittal.

Motion by Brosz, Second by Bannan to accept the 2012 fiscal year budget. Motion carried.

Mayor will contact Mary Kelly about tree trimming on B20. Clerk is to contact Rock Creek Tree service to have them trim back the trees on the city streets in the spring.

Motion by Brosz, Second by Bannan to send the past due utility letters to the residents with outstanding balances giving them until May 1 to pay them or they will be submitted to the tax roll. Ayes – 4. Motion carried.

Dan Schroeder of NIACOG need community input on the hazardous mitigation update. The will host a meeting on Monday, Feb 28th from 6-8 pm. Chili supper will be served to all attending. Clerk will send postcards to all residents.

Larry Warren gave the People Service report for December. He had 3 call outs. He pulled the pumps from the
Ackerman and Sachen properties.

Sophia Walsh of the Dept. of Health spoke to the Council about testing for arsenic in well water. They have
received a grant allowing testing of 50 wells. Well records will determine which wells will be tested.
